The Denman Island Local Trust Committee asks staff to consult with the Denman Community Land Trust Association and its consultant to review and attempt to settle the terms of draft Terms of Reference before the next Local Trust Committee meeting.1
The draft terms concern a proposed Seniors’ Affordable Housing project and information requested to ensure protection of groundwater resources.1 The committee also asks staff to provide a report and justification for classifying the application as “Non-Domestic” for water licensing purposes and to determine whether it would be considered a “Water Utility.”1
Senior Freshwater Specialist William Shulba says the classification reflects the Water Sustainability Act, the need for a single well to provide water for eight dwellings on one parcel identifier, and additional risk mitigation, maintenance and operations requirements.1
The applicant says much information is already in place, including water-quality testing and conservation measures, and says a 72 hour pumping test would be a concern.1 The applicant’s Qualified Environmental Consultant expresses concerns about the draft terms, considering them onerous.1
The committee also authorizes a letter of support for the Denman Housing Association, with relevant Official Community Plan policies included and content similar to a previous letter.1
