Committee asks for clearer explanations of land-screening maps

The Regional Planning Committee asked staff to recommend ways to explain the methods and reasoning behind models in the Land Information Screening Tool when maps or models are released publicly.

The request followed discussion of how the tool’s maps are made and used, including questions about the weighting of map layers and how residents might interpret a map focused on their property. The committee passed a motion asking staff for options and recommendations to improve communication about the methodology and rationale behind the models, with that information to accompany public releases supporting local trust committee projects.[1]

The minutes say Director Stefan Cermak described the Land Information Screening Tool and its methodology, which was available to the public on the Islands Trust website, and demonstrated its application. Committee discussion included a request for a use-case demonstration, such as for a subdivision application, and the view that a narrative should accompany each map.[1]

The committee also asked staff for a summary of the Freshwater Sustainability Strategy’s components and their links to land-use planning. That motion carried after discussion about how the strategy’s elements connect with local trust committee decisions.[1]

On bylaw enforcement, the committee endorsed revisions to the draft policy, a best-practices manual and an implementation plan, and referred them to Trust Council. The minutes say the plan will report every six months with metrics.[1]

The meeting was held electronically on February 6, 2026, and the next regular Regional Planning Committee meeting was scheduled for May 1, 2026.[1]
