The proposed study would assess short-term rentals’ effects on housing, the local economy, tourism, neighbourhood character, infrastructure and community well-being, among other issues, and evaluate regulatory and management tools available to the two authorities.[1]

The Executive Committee recommended that the Hornby Island Local Trust Committee work collaboratively with the Comox Valley Regional District to commission the study as part of developing its 2027/28 budget and business case.[1] The recommendation carried.[1]

The committee also carried a motion asking staff to explore grant funding and other external financial support if the local trust committee undertakes a study, with the objective of completing it in time to inform the 2027/28 budget.[1]

The minutes say the Hornby Island Local Trust Committee preferred Option 2 for its short-term vacation rental processing approach, and that staff had no concerns at that stage.[1] The Executive Committee carried a motion advising the local trust committee that it had considered administrative capacity, financial resourcing, regulatory requirements and implementation processes associated with proposed bylaws 176 and 177, and had no concerns at that time.[1]

The meeting recording includes Vice-Chair Timothy Peterson saying the local trust committee had been discussing a cap on short-term rentals and had learned that setting one was not legislatively possible.[2] The minutes record the committee’s discussion of the Hornby request and its motions on the proposed approach and study.[1]
