The Denman Island Local Trust Committee gives first reading to three amended bylaws for an affordable housing project at 2016 Northwest Road and asks staff to schedule a public hearing. Trustees express a preference for a related community information meeting before the hearing, with a 7:30 pm evening start. [1]
The committee approves first reading of Bylaw No. 204, Bylaw No. 205 and Bylaw No. 206, and refers the proposed bylaws to listed agencies and First Nations, including the Agricultural Land Commission, Ministry of Agriculture, Vancouver Island Health Authority, Comox Valley Regional District and Islands Trust Bylaw Enforcement. The bylaws concern amendments to the Denman Island Land Use Bylaw, a housing agreement and the Official Community Plan. Trustees request changes to the draft housing agreement bylaw, including wording that permits one affordable housing dwelling unit instead of single family dwelling units in the specified zone. [1]
Trustee Busheikin raises concern about limiting occupancy to a tenant and spouse, saying a future change to the ninety-nine year agreement could require an expensive bylaw amendment process and that excluding children from residing in the unit is not in the best interest of affordable housing generally in the community. Trustee Graham says he is prepared to move forward with the Housing Agreement with no changes. [1]
The committee also decides to refer comments on Phase 1 of the Cross-Island Trail to the Advisory Planning Commission after Phase 1 is complete and before Phase 2 begins. The referral is intended to provide input to the Comox Valley Regional District on the Phase 2 design process. [1]
