Denman trustees advance aquaculture bylaw amendments

The Local Trust Committee asks staff to draft restrictions on predator netting, beach modification and foreshore vehicle use in the W3 zone.

Staff will draft amendments to Bylaw No. 186 restricting predator netting and beach modification in the W3 zone, and banning vehicular driving and ground-based machinery on the foreshore in that zone. The Denman Island Local Trust Committee also asks staff to arrange a meeting with Department of Fisheries and Oceans aquaculture management personnel about aquaculture practices in Baynes Sound. [1]

The committee’s decision follows discussion of jurisdictional and bylaw-enforcement difficulties involving proposed restrictions on predator netting. Staff recommends advocacy with the Department of Fisheries and Oceans to review its policies and standards on predator netting. [1]

The Association of Denman Island Marine Stewards asks the committee to meet with the Department of Fisheries and Oceans and the Integrated Land Management Bureau about possible solutions concerning an aquaculture tenure at Henry Bay. It also asks the committee to consider a moratorium on future industrialization, including expansion of existing tenures, in Baynes Sound pending an independent environmental study. [1]

Chair Peter Luckham reports that Islands Trust bylaw enforcement staff will contact the license holder of the Pentlatch Seafoods shellfish aquaculture tenure in Henry Bay to seek voluntary compliance with the Denman Island Land Use Bylaw. The possible compliance measures include removing the rafts or applying to rezone the area. [1]

The committee also asks staff to redraft its consultation plan on housing needs for discussion at the July meeting. A first community meeting is tentatively suggested for Sunday, August 25, 2013, with doors opening at 2:30 pm and the meeting starting at 3:00 pm. [1]
