Denman trustees advance draft rules for secondary dwellings

The Local Trust Committee directs staff to add planning commission recommendations to a housing bylaw draft and send it for early agency referrals.

Staff is directed to incorporate Advisory Planning Commission resolutions into the draft bylaw regarding housing and send the amended draft out for early agency referrals. The motion passes, with Trustee Laura Busheikin opposed. ^[1]

The committee considers recommendations on secondary suites and secondary dwelling units from the February 11 Advisory Planning Commission meeting. The recommendations include support for Temporary Use Permits for secondary dwelling units and permitting a secondary dwelling on any R2 property regardless of lot size. ^[1]

Trustees debate a recommendation to increase the permitted floor area for a secondary dwelling unit from 90 to 140 square metres. Trustee Busheikin says she is not comfortable with the increase and suggests 110 square metres; Trustee David Graham supports taking the planning commission’s recommendation to the community for feedback. ^[1]

The committee also discusses requirements related to septic capability, subdivision, Vancouver Island Health Authority requirements and the absence of building inspections. ^[1]
