The Denman Island Local Trust Committee discussed a draft water-assessment terms of reference for the Denman Community Land Trust Association’s proposed seniors’ affordable housing project at its February 6 meeting.[1]
The committee’s minutes say the draft was developed for the application and that staff recommended the applicant provide the requested information to protect groundwater resources. A freshwater specialist explained the proposed requirements, including a pumping test.[1]
The applicant said much information was already available, including water-quality testing, and that conservation measures were being built into the project. The applicant raised concern about a 72-hour pumping test and asked for more consultation; the applicant’s environmental consultant described the requirements as onerous.[1]
The association also asked the committee to reconsider classifying the project as “Non-Domestic” in the draft terms of reference, and submitted a variance application concerning proof of water and sewage disposal requirements. It asked that the application be considered at the March meeting.[1]
