The Denman Island Local Trust Committee discussed a draft water assessment for the proposed Seniors’ Affordable Housing project at its February 6 meeting. The committee’s minutes say staff recommended that the applicant provide the information requested in the draft terms of reference to protect groundwater resources.[1]
The Denman Community Land Trust Association asked the committee to reconsider classifying the project as “Non-Domestic” and said the related licensing requirements could add cost and time. It also submitted a development variance permit application seeking to vary proof-of-water and sewage-disposal requirements for a lot-line adjustment, and asked for consideration at the March meeting.[1]
A Trust freshwater specialist said the classification reflected the proposed use of one well for eight dwellings and the need for additional risk mitigation, maintenance and operations. The applicant said water-quality testing and conservation measures were already in place, and raised concern about a 72-hour pumping test; the applicant’s environmental consultant described the draft requirements as onerous.[1]
The committee discussed the draft terms of reference. The minutes record the discussion but do not record a decision on the application at that meeting.[1]
