Letters raise opposing accounts of Denman bulk-water service
A Denman water-delivery operator says a local district ended his access to water, while the district’s stated reason is reported in a year-end account.

A letter in this week’s Grapevine says the Graham Lake Improvement District ended access to water used by Denman bulk-water delivery operator Marinus Blitterswyk, who wrote that the district told him it did not have a licence to sell water outside its district.[1]
Blitterswyk wrote that the previous reason given for ending his permit was liability concerns, and said he had been unable to meet insurance and liability requirements he described as unrealistic.[1]
In a separate year-end account, Anthony Gregson wrote that the district’s decision had followed a letter raising the prospect of bylaw enforcement and that the situation appeared to be moving toward temporary permits by year-end.[1] The November Local Trust Committee minutes included here do not record the bulk-water dispute.[2]
