Trustees advance Denman seniors’ housing bylaws

The Local Trust Committee gives first reading to amended bylaws, accepts a conditional water licence as proof of adequate water and refers the proposal for comment.

The Denman Island Local Trust Committee gives first reading to amended bylaws for the Denman Community Land Trust Association’s seniors’ affordable housing development and refers them to First Nations, local governments and agencies for comment. ^[1]

The committee accepts Conditional Water License 500469 issued February 20, 2019 as proof of adequate water for the project. ^[1] It also changes the proposed R4 zone’s maximum height from 12 metres to 9 metres and permits a common house in the zone. ^[1]

The committee requests a draft housing agreement and enters into a cost recovery agreement allowing Islands Trust legal counsel to review it. ^[1] It also requests options for home-occupation regulations that do not involve increased traffic, increased water use or increased noise. ^[1]

The committee requests that the Freshwater Specialist prepare a draft Water Sustainability Project Charter after discussing continuous groundwater monitoring and annual reporting. ^[1]

The meeting minutes record public support for the seniors’ affordable housing initiative, along with requests for site-specific zoning, three-metre setbacks and acceptance of the conditional water licence as proof of adequate water. ^[1]
