The Denman Island Local Trust Committee approved a development variance permit for Pandesign Inc. at 1151 Kirk Road, an application described as the first step toward a proposed multi-unit affordable housing project.[1]
The property is split between commercial and residential zoning, and the variance concerns the minimum lot size for its residential portion. Staff said the variance would not increase density; the commercial portion was to be subject to a covenant preventing its sale or transfer until a companion rezoning application was completed.[1]
The committee also considered requested amendments to a proposed housing agreement and restrictive covenant for the Denman Community Land Trust Association’s rezoning application. Trustees suggested consulting the applicant about tenant-selection provisions and ways to improve Indigenous inclusiveness.[1]
The minutes record the committee’s approval of the Pandesign variance and its discussion of the housing-agreement amendments; they do not record approval of the companion rezoning in these agenda items.[1]
