The Denman Island Local Trust Committee did not give second reading to three bylaws for the Denman Housing Association proposal at its November 2 meeting, saying the step was premature while referrals, community input and pending documents remained outstanding.[1]
The proposal includes draft bylaws for an official community plan, land use and a housing agreement, along with a proposed water management plan and a restrictive covenant. Staff reported that a water licence, sewage-capacity confirmation for the Danes Road receiver parcels and other review work were still pending.[1]
The applicant asked trustees to consider first and second readings at the meeting to meet a funding-request deadline. The minutes say trustees discussed the proposal and the pending information before deciding not to give second reading then.[1]
The minutes record that staff recommended first reading to advance the referral process; they do not record the outcome of the first-reading decision in the text provided.[1]
