Denman LTC advances housing rezoning and plans a special meeting

The Denman Island Local Trust Committee gave first readings to amended Official Community Plan and Land Use bylaws for the Denman Housing Association proposal, and endorsed a draft restrictive covenant for inclusion in a future public-hearing package. ^[1] The committee also asked staff to set up an electronic special meeting for late April or early May to consider further steps in the Denman Green rezoning. ^[1]

The amendments address additions to the draft restrictive covenant based on recommendations in a baseline environmental report for protection of the wetland area. ^[1] The applicant is working with the Ministry of Lands, Waters and Resource Stewardship to obtain a hydrogeological review of the Denman Green water plan. ^[1]

The committee discussed a possible special meeting before its next regular meeting to review a revised septic report and an Islands Trust Policy Statement checklist, with the aim of scheduling a public hearing. ^[1] The applicant reported that fieldwork must be completed to address potential drawdown on the wetland and requested that the committee continue advancing the application. ^[1]

The committee also requested staff prepare a project charter for a review of housing in the Denman Island Official Community Plan and Land Use Bylaw. ^[1] Staff reported that Trust Council had approved funding of $13,500 for the project, and a May committee meeting was suggested as an opportunity to review a draft framework. ^[1]

During town hall, speakers asked the committee to review housing restrictions and permit homeowners to provide space and small accommodations for people needing housing. ^[1] A delegation requested advance arrangements before bylaw-enforcement visits, a moratorium on enforcement action against unlawful housing, and an ongoing engagement process involving renters and rights-holders. ^[1]
