Farm rules review drew questions on housing, water and enforcement

At a Denman Island Local Trust Committee meeting, consultants presented preliminary questionnaire results and answered questions about proposed changes to farm regulations.

The review is examining farm-worker housing and agri-tourism accommodation, zoning updates through the Land Use Bylaw and amendments to the Official Community Plan, consultant Ione Smith told the committee on April 21, 2022.^[1] The questionnaire results were preliminary, and Smith said the responses would be analyzed and presented to the committee and the Advisory Planning Commission to inform next steps.^[1]

Questions included how the regulations would be enforced and whether they could protect water and wetlands.^[1] Smith said local bylaw enforcement is complaint-driven and aims to work with property owners toward compliance; she also said drainage is an agricultural use allowed in the Agricultural Land Reserve and is not something local government can regulate.^[1]

The minutes record a question about whether the review would serve community needs, including concerns about mapping, wetlands and farm activity on land outside the Agricultural Land Reserve.^[1] In response, Smith acknowledged concerns about mapping, citing limited access to private property, and said community input could help improve accuracy.^[1]

The meeting was recorded, and the transcript includes Smith saying the questionnaire period would remain open until the end of April, after which the full results would be presented to the committee and the Advisory Planning Commission.^[2]
