Denman Green bylaws advance to public hearing process

The Denman Island Local Trust Committee gives second readings to proposed official-plan and land-use changes for 20 units of affordable housing, while deferring proof of a water licence until before adoption.

The Denman Island Local Trust Committee gives second readings to proposed bylaws for the Denman Green project, which seeks a density transfer and 20 units of affordable housing. The committee also asks staff to schedule a Community Information Meeting and Public Hearing. [1]

The committee removes a proposed six-metre setback from the R2(8) zoning regulations and gives second reading to Bylaw No. 242. Trustee David Critchley opposes the setback change. [1]

The committee determines that proposed Bylaws No. 241 and No. 242 are not contrary to or at variance with the Islands Trust Policy Statement, then gives second reading to Bylaw No. 241. [1]

Proof of an approved water licence is not required before a Public Hearing is scheduled. The applicant is requested to submit proof of the licence before final consideration of the proposed bylaws for adoption. Staff report that the licensing authority has indicated a timeline of 4-5 months to complete the process. [1]

The proposed water system is described as requiring careful management, including monitoring well levels and flow through the seasons. The proposed wastewater system is a Type 3 system, which staff describe as the most complex system and one with a multitude of maintenance requirements. [1]

The committee also approves an amended Denman Island Housing Review Project charter. The amendments remove “short term rental” from the document and change the project name to “Denman Island Housing Review Project.” [1]
