The Denman Island Local Trust Committee gave second reading to proposed bylaws for the Denman Green project at a special meeting on April 29, according to the minutes. The application seeks changes to allow a density transfer and 20 units of affordable housing.[1]
The committee amended proposed Land Use Bylaw No. 242 to remove a site-specific setback regulation, as requested by the owner, and gave the bylaw second reading. It also gave second reading to proposed Official Community Plan Bylaw No. 241.[1]
The minutes say staff recommended scheduling a community information meeting and public hearing for the proposed bylaws. The well licensing authority had indicated a timeline of 4-5 months to complete its process; the committee considered proceeding to a hearing before the final licence was received, with proof of an approved licence to be provided before final consideration of the bylaws.[1]
During discussion, the committee heard that the proposed water source would need careful management, with monitoring of well levels and flow recommended. The minutes also record that a trustee raised concerns about the septic system’s proximity to the well and neighbouring wells, while another trustee said detailed professional reports had been received and further review was not necessary.[1]
