Denman trustees request staff action plan for housing bylaws

The Local Trust Committee also asks staff to begin drafting bylaws and schedule a review of a land-analysis mapping tool.

Staff will develop an action plan to inform draft bylaws for Denman’s Housing Review after the Local Trust Committee supported a request at its February 20 special meeting. ^[1]

The committee also requests that staff begin drafting bylaws relating to options identified in the February 20 staff report. ^[1]

The options supported by the committee include permitting dwelling units in most zones, secondary suites where dwellings are permitted, and accessory dwelling units with servicing by an appropriate water or waste disposal service. ^[1]

The committee supports eliminating the Density Bank, allowing some subdivision or reduced parcel sizes for affordable housing donations, and updating the Official Community Plan and Land Use Bylaw. ^[1]

The committee requests a special meeting to review the Suitable Land Analysis Mapping tool, which staff suggested could provide information about where additional housing may be best located and areas that may be less appropriate. ^[1]

The minutes say additional community engagement is recommended after draft bylaws receive first reading. An online engagement process through the “Plan Your Cowichan” website is not considered necessary at this time. ^[1]
