Denman housing review moves into a new phase

Trustees endorsed a revised project charter and set out options for the next round of public engagement.

Denman Island trustees endorsed a revised charter for the Housing Review Project at a special meeting on May 8, and agreed to fold technical amendments to the Official Community Plan and an updated First Nations acknowledgement into the project.[1]

The minutes say the project includes a review of the Land Use Bylaw and ongoing relationship building with K’ómoks First Nation. Trustees also asked staff to schedule a joint meeting with the Hornby Island Local Trust Committee in summer or fall 2025 to discuss possible housing solutions for both islands and review recommendations from a K’ómoks First Nation engagement summary.[1]

For the next public-engagement round, trustees discussed an evening online presentation, paper and online response forms, and an in-person session on an evening or weekend. The minutes record that $5,000 and four staff travel days were available for engagement between the meeting and September 2025.[1]

The March meeting minutes describe the proposals under review: one would remove the density bank from the Official Community Plan, while another would allow secondary dwellings in rural residential, forestry and resource zones without a Temporary Use Permit. The May 8 minutes record the charter and engagement decisions, not a decision on those proposed changes.[2]
