Conservancy board opposes North Pender industrial rezoning

The board will notify the North Pender Island Local Trust Committee that it does not recommend proposed Bylaw No. 242 because information about impacts on nearby protected areas is insufficient.

The Islands Trust Conservancy Board will tell the North Pender Island Local Trust Committee that approval of proposed Bylaw No. 242 is not recommended because there is insufficient information to confirm that rezoning part of the property for industrial use would not negatively affect wildlife in adjacent protected areas, including the Lisa Baile Nature Reserve and the proposed Doris McHardy NAPTEP covenant.^[1]

The board also recommended that, if the bylaw is approved, a conservation covenant be placed on the ecologically significant portion of the property upslope of the proposed rezoning area.^[1]

Team Lead Jemma Green said the proposal may lead to intensified industrial uses in the future and that the documentation did not provide enough information to ensure the rezoning would not negatively affect nearby protected areas.^[1]

The minutes record comments about the proposed activity, adjacent properties protected for critical habitat for species at risk, and correspondence sent to the Local Trust Committee in support of finding a different location.^[1]

Manager Wendy Tyrrell said the Conservancy and planning teams had worked closely on the referral, that the Conservancy’s concerns had been provided to the consulting firm that submitted the Environmental Impact Assessment report, and that an addendum would be included in the submission to the Local Trust Committee.^[1]
