Denman committee hears plans for eight-unit seniors housing

The proposed Pepper Lane project would create eight units of seniors affordable housing on one lot, while the other lot would retain an existing single-dwelling residential use, according to the meeting minutes. [1] The project requires proposed bylaws 233, 234 and 239, covering the Official Community Plan, land-use regulations and a housing agreement. [1]
Planner Sonja Zupanec said the proposed development would use eight densities from the Denman density bank, leaving 25 remaining. [1] The minutes say the proposed zoning is R4(2), a site-specific zone for the seniors affordable housing lot. [1]
The proposed housing agreement would require the development to remain affordable in perpetuity, with qualified occupants, affordability requirements and restrictions on water use and short-term rentals or subletting. [1] The proposed restrictive covenant would require a vegetative buffer and fencing along the Agricultural Land Reserve boundary, fencing to mitigate noise and dust along 3716 Denman Road, groundwater monitoring and construction to at least Step 2 of the BC Energy Step Code. During the question period, Islands Trust Senior Freshwater Specialist William Shulba said the data logger would collect water levels, temperature and electrical conductivity, with the information downloaded at the wellhead. [2] Doug Olstead, DCLTA Co-Chair, said DCLTA would prefer to eliminate the cost of professional analysis by transmitting the data directly to the Islands Trust Freshwater Specialist, while Shulba said a professional was needed for the analysis. [1]
The minutes say the public hearing was scheduled for March 15, 2021, and that the chair encouraged further questions and comments before that hearing. [1] The meeting was adjourned at 8:37 pm. [1]
