Denman housing proposal advances after first readings

The Local Trust Committee referred three bylaws for comment and requested a community information meeting before further readings.

The Denman Island Local Trust Committee gave first readings to three bylaws for a proposed affordable housing project and referred them to First Nations, local governments and agencies for comment. ^[1]

The bylaws would amend the Official Community Plan and Land Use Bylaw and introduce a Housing Agreement Bylaw for 20 units of rental affordable housing. ^[1]

The committee amended the Official Community Plan by removing the words “for low income households” from a proposed rental-housing objective, and amended the Housing Agreement Bylaw by replacing “Step Code 3” with “Step Code 2.” ^[1]

Staff reported that pending items included approval for a water licence, confirmation of adequate sewage-disposal capacity for the Danes Road receiver parcels, the Islands Trust Policy Statement checklist and an internal review of the proposed Water Management Plan. ^[1]

The applicant said the Water Plan, including the rainwater harvesting aspect, had been submitted to Island Health, which determined it would have no further need to comment until the design stage of the system. The applicant also said the well flow test indicated more than adequate well water and that half of the potable water needs were planned to be supplied by a rainwater system. ^[1]

The committee requested a stand-alone Community Information Meeting on an evening or weekend afternoon before its next scheduled business meeting. ^[1]

The committee also deferred a referral concerning Islands 2050 Bylaw until completion of the formal consultation process as applied to Denman Island. ^[1]
