Denman LTC advances affordable housing bylaws

The committee asked staff to prepare draft amendments for the Denman Housing Association project after reviewing its site plan, water system and financial information.

The Denman Island Local Trust Committee asked staff to prepare draft amendments to the Official Community Plan and Land Use Bylaw for the Denman Housing Association project. The requests followed staff advice that the information received was sufficient to move to a draft bylaw stage.^[1]

The staff report covered a revised conceptual site plan, a proposed back-up water system, a pro forma financial statement, BC Housing affordable housing criteria and draft bylaw language options.^[1]

Planner Sonja Zupanec said information about rental rates, proposed rental revenue, the per-unit cost of building and water catchment as a secondary water source would be addressed when plans are submitted to BC Housing in a separate process.^[1]

Simon Palmer introduced the project manager. They addressed concerns about rental figures and per-unit construction costs, responded to the staff report’s analysis and urged the committee to advance the application because of a time-sensitive funding opportunity.^[1]

Trustee Laura Busheikin declared a potential conflict of interest because she lives next to the proposed project site and left the meeting during the discussion. She returned after the two motions passed.^[1]
