Denman LTC drops bylaws on density bank and secondary dwellings

The committee will instead include density-bank alternatives and accessory dwelling units in Phase 2C of its housing project.

The Denman Island Local Trust Committee voted to proceed no further with proposed Bylaw Nos. 248 and 249, which would have removed the density bank and allowed secondary dwellings in rural residential, forestry and resource zones without a Temporary Use Permit. ^[1]

The committee also requested staff include analysis of density-bank alternatives and permitting Accessory Dwelling Units on Denman Island in Phase 2C of the Housing Project. ^[1]

The minutes say the committee cancelled the public hearing for the proposed bylaws. ^[1]

The minutes record that the density bank currently contains seven densities, while the number reflected in the Official Community Plan is not correct. ^[1]

The proposed changes had been presented as addressing administrative issues and housing needs. The minutes say there are approximately 292 properties in the R2, F and RE zones and 869 parcels on Denman Island with capacity for residential development. ^[1]

The committee requested a special meeting before the May LTC meeting to discuss Denman Housing Review Phase 2C actions and other related items. ^[1]
