Denman LTC halts bylaws on density bank and secondary dwellings

The committee will instead examine density-bank alternatives and accessory dwelling units as part of its housing review.

The Denman Island Local Trust Committee voted to proceed no further with proposed Bylaws 248 and 249, which would have removed the density bank and allowed secondary dwellings in rural residential, forestry and resource zones without a Temporary Use Permit. ^[1]

The committee also requested staff include analysis of density-bank alternatives and permitting accessory dwelling units in Phase 2C of the Housing Project. ^[1]

The minutes say the committee cancelled the public hearing for the bylaws after discussion of a request from K’omoks First Nation for more time to complete an environmental review. ^[1]

The minutes record that the density bank currently contains seven densities, while the number shown in the Official Community Plan is not correct. ^[1]

The proposed changes had been presented as addressing housing issues: Bylaw 248 would remove the density bank, and Bylaw 249 would remove the Temporary Use Permit requirement for secondary dwellings in the rural residential, forestry and resource zones. ^[1]

The committee endorsed next steps for Phases 2A and 2B of the Denman Housing Review and requested a special meeting before the May LTC meeting to discuss Phase 2C actions and related items. ^[1]
