Denman trustees advance Komas Ranch rezoning application

The Denman Island Local Trust Committee requested staff prepare draft bylaws to amend the Official Community Plan and Land Use Bylaw for the Komas Ranch Ltd. application. [1] The committee also requested information on sewage disposal, water quality and quantity, shoreline protection, cultural heritage and a possible pedestrian trail. [1]
The application proposes increasing the number of allowable single-family dwellings on two lots from 9 units up to 20 units, with each permitted dwelling allowed one accessory guest dwelling no larger than 400 square feet. [1]
The committee requested the applicant submit sewage disposal filings and a comprehensive sewage disposal plan for the Northern and Western parcels. [1] It also requested information about potable-water sources, water distribution, water-quality tests and additional non-potable irrigation sources, with the information to be forwarded to the Islands Trust Freshwater Specialist. [1]
The committee requested staff report on options and implications for establishing a shoreline-protection Development Permit Area and on options to protect the properties’ cultural heritage using available local-government tools. [1] It also requested the applicant confirm whether it would pursue a Natural Area Protection Tax Exemption Program covenant and requested staff engage with K’ómoks First Nation about formalizing access to Longbeak Point through a pedestrian trail. [1]
During the meeting, the applicant said the Land Use Contract was being replaced by a rezoning process and that the owners were seeking continuation of the existing use. [2] The applicant also said the owners had completed a land survey and were being asked to provide water and septic information, which the applicant described as onerous for existing properties. [2]
The committee carried motions directing early referrals to First Nations and other listed organizations and requesting staff initiate creation of an Advisory Planning Commission through expressions of interest. [1] The minutes record that the meeting was recessed at 1:35 p.m., recalled at 2:01 p.m. and adjourned at 2:02 p.m. [1]
