Denman trustees choose slower housing-planning process
The Local Trust Committee declined to pursue an expedited funding application and will develop a basic housing project process instead.

The Denman Island Local Trust Committee did not support an expedited process for a potential Canada Mortgage and Housing Corporation funding application, with discussion favouring a slower process that allows community and Housing Advisory Planning Commission consultation.[1] Staff said the expedited timeline was short and that the basic process could take six or eight months or potentially more.[1]
The minutes record that the committee is beginning a Housing Review Project examining bylaws and housing options, and that completing the review would position the committee and community for future grant opportunities.[1] The committee also recorded that a staff report on a forthcoming referral to the Housing Advisory Planning Commission was anticipated at its next meeting.[1]
The committee appointed Judy Armstrong, Richard Day, Karla Neufer, Riane da Silva, Pamela Willis, Virginia Spinney and Rosa Telegus to the Denman Island Housing Advisory Planning Commission, for a term ending April 25, 2025.[1]
The committee directed staff to provide the commission with the Official Community Plan, Land Use Bylaw and Housing Review.[1] It also directed staff to provide Local Trustees with hard copies of the Official Community Plan and Land Use Bylaws.[1]
In the meeting recording, Planner Narissa Chadwick said the basic process would allow time to develop a discussion paper, consider engagement and prepare a work plan.[2] The recording says the committee was told the next meeting was June 6, when the Housing Advisory Planning Commission could be given direction after reviewing the material.[2]

Concern was expressed with the short timeline for the proposed application process. The expedited application process was not supported as the need for adequate, thorough community and HAPC consultation, and the importance of careful consideration at a pace that works for the community was recognized.
