Denman trustees defer 3Ravens housing bylaw work to September

The Denman Island Local Trust Committee deferred preparation of a draft bylaw for the 3Ravens land-share non-profit affordable housing cooperative until September 15, 2026.[1] The proposal would add seven dwelling units for a total of eight units.[1]
The committee requested confirmation from a qualified professional that the property could support wastewater systems compliant with the BC Sewerage System Regulation for the proposed increase in density.[1] It also requested a conceptual site plan showing approximate building envelopes, accessory structures, a common house, cistern and fire-suppression storage, wastewater-system locations, emergency-vehicle circulation, and environmental protection areas, buffers and no-build areas.[1]
The minutes record that staff recommended deferring draft bylaws until the Housing Review Project received third reading, to provide clarity on a future housing framework and the status of the density bank.[1] The committee also requested that the applicant enter into a cost-recovery agreement for drafting a housing agreement, ecological protection covenant and any additional covenants required to secure committee direction.[1]
The committee requested staff prepare a housing agreement for consideration.[1] The minutes record community support for the application, including comments that the rental market was unstable, housing insecurity was stressful for families with young children, and housing options outside privately owned single-family homes had not been available.[1]
