Hornby trustees advance proposed vacation-rental permit bylaws

The bylaws received third reading and will go to Islands Trust’s Executive Committee and the Minister of Municipal Affairs and Housing for approval.

The Hornby Island Local Trust Committee gave third reading to proposed bylaws that would require a Temporary Use Permit for vacation home rental use, with the proposals next going to the Islands Trust Executive Committee and the Ministry. ^[1]

The proposed Official Community Plan amendment would add the Temporary Use Permit requirement and policies supporting housing diversity and housing in the Agricultural Land Reserve. The proposed Land Use Bylaw amendment would define vacation home rental use as guest stays of less than 30 days and introduce Temporary Use Permit guidelines. ^[1]

The minutes state that the bylaws will return to the Local Trust Committee for adoption after review, with at least one year between adoption and the rollout of the system. ^[1]

The committee also approved a business case for staffing support to process Temporary Use Permit applications for short-term vacation rentals and asked staff to forward it for consideration in the 2027-2028 budget. The business case concerns processing upwards of 87 applications. ^[1]

The committee approved four application-related decisions, including Temporary Use Permits for six recreational vehicles and RV sites, and for three staff residential units. ^[1]
